Horizon Foundation Community Councils

There are four Horizon Community Councils. The Elkridge and Savage/North Laurel Councils were formed in 2000. The Western and Ellicott City Councils were formed in 2001. Councils are comprised of local business leaders, school administrators, parent volunteers, police officers, library managers, and clergy. Council representatives meet once per month to discuss issues that affect that particular community.
